According to Siliconera, Konami and Platinum Games will be making a mystery character reveal at Tokyo Game Show for Metal Gear Rising: Revengeance.
At the moment all we can do is speculate if the new appearance in Rising will be a NPC or an actual playable personality. Thinking back to how the game actually plays, we doubt Snake or Big Boss would make any sense, though they do offer themselves as tie-in cameos to the new Metal Gear Solid project.
This announcement comes alongside an update to the Japanese voiceovers for Metal Gear Rising: Revengeance. Kenyuu Horiuchi will reprise his role as Raiden, Hiroaki Hirata, who played Baltheir in Final Fantasy XII, will be playing Sam, and Yoshimasa Hosoya will take on the role of robot dog LQ-84I.
